Name change on citizen certificate before Appling for Canadian passport

Hi,

I have no first name and only family name xxx yyy on my Canadian certificate . I want to change it to xxx as first name and yyy as my family name. What is process to change it on Canadian citizen certificate ? Is it better to change name first on citizen certificate ,then apply for Canadian passport with correct name ?Any help is appreciated .Thanks
