NAIT is a technical School, the University of Regina is a University. Which program are you applying for? Which city would you prefer to live in? They are vastly different IMO.
Is tuition cost, or cost of living a deciding factor for you?

yes NAIT is a technical school and university of regina is a university.
I am applying for a bachelors of business program (BBA) .There is no preference of any particular city any of the two which will be able to offer a reasonable earning during the course of my study would be fine.
tuition cost of both the institute are almost same and cost of living is also almost same i guess regina is slightly expensive than edmonton but thats not an issue right now
The issue is which of the institutes acceptance letter is more valuable in terms of seeking a study permit ?

Go for university of Regina. University category has more visa success rate.

i don't think it will make a difference in terms of getting study permits. Both schools have good reputation and well regarded as genuine education institute.

IMHO, you should decide between the programs offered by the two, because they are very different schools. (college vs University)

Education profile is
SSC 81% (science)
HSSC 67% (pre medical)
ACCA 12 exams out of 14 (avg 65%)
Advanced diploma in accounting and business
Have one year of accounts related experience in 2012
my study vis has been rejected twice in 2011, i had applied for pursuing my ACCA exams over there was admitted in LSBF college was rejected on the basis that since the education is available in home country no point of going to Canada for the same education at higher costs
