Being a PR is enough.
You don't even have to be a PR. As long as you are legally residing in Canada, you can get a driver's license. Plenty of temporary foreign workers have them as well as foreign students.

Yup, no problem with students and workers. Some provinces even issue them to visitors (I know Ontario did 3 years ago, not sure if they have changed the laws now).

I got one and I am only here as a visitor. Just paid the fee, surrendered my US license, and got a picture done. That was it.

It also depends what country you're from. Some countries licenses are recognized by Canada (like the US) and you can just trade yours for a new one. Others aren't (like my Portuguese husband's) He has to do his learner's exam, then the whole road test again.

Nova Scotia, just like any other province, has very clear rules about the drivers license. Within a few months after immigrating (that's how they call it), you are no longer allowed to use your foreign license and need to exchange it for a local one.

Hi there,

I'm on work permit in NS and I had to pass road test and learner's exam to get my NS driver's license. Luckely, they counted in my Latvian driving experience, so I got Class 5 driving license.

Good luck!
