Hello, my wife applied for a study permit to take English for academic purposes at a designated learning centre and her application was denied. She is Indonesian. The reason was not satisfied she will leave Canada at the end of her stay. Purpose of visit, current employment situation, family ties in Canada and her home country, and employment prospects in her country were all boxes checked off. My friend also has an Indonesian wife and she was accepted for the exact same course under almost the exact same circumstances. Should we attempt to address the reasons for refusal and re apply or should I just go the family sponsorship route? She legitimately wants to study and the English course was to serve two purposes, one being preparing her for Canadian post secondary education and the second to allow us a cohabitation period where she would spend time with my family before we put in a PR application. Any help is appreciated.

Go the family sponsorship route. Your friend got very lucky. I would say it's rare to be approved under these circumstances.
