To get over 400, you need a degree plus a diploma or a masters and strong language scores. If you are a fluent in French and English then you will score high. Having just a bachelors will not give you enough points. What are your IELTS scores? If on the low side, try for better scores.

I only have CLB 7. But I know I can improve it. What sample diplomas are we taking about? Does this involve 2-3 years of another college study?

If your bachelor is assessed as a 3 year or more degree, then a 1-2 year diploma from a reputable university will get you more points. Maybe not enough for an EE ITA unless your IELTS scores are perfect.
