So my wife had a PR almost 10 years ago & had not met RO becuase her father got a great job offer outside canada so they had to leave as a family.

We got married last year and I applied for EE.

Is it safe if I enter Canada once my application is approved and my wife flies to Canada later and show her H&C reasons of leaving Canada when she was 13 years old.

Her Brother and relatives are either PR holders or Canadian Citizens.

Please advise

It's hard to say if this will work out for your wife or not.

What we have found is if someone is under 21, arguing that you were removed from Canada as a minor is accepted as an H&C reason for failing to meet the residency requirement. Once someone is 21, IRCC doesn't always accept that argument. Once someone is 22 or older, the chances drop to almost zero that an H&C argument will be successful.

Your wife can always try. If she runs into issues and her PR status ends up being revoked, you could always sponsor her for PR.

The fact her brother and relatives are Canadian is not relevant.

You would have to state that she is a PR. It would not affect your app.

At 23, her chances of a PRTD are low. She could attempt to enter at a land border but would still face a high chance of being reported for failing to meet the RO. You guys should consider her renouncing her PR status and being included in your app.
 
We're worried if we renounced her PR she might not get it again as my CRS not that high.

Her older brother got in through boarders and explained himself and he is working there now waiting for his PR card.
