I'm sorry to hear about your sister's husband.

Unfortunately Canada has no expedite process for PR visas. All applicants have to go through the full medical, security and background check before they can be granted PR status.

If you want your wife to come to Canada now - she should try applying for a tourist visa (temporary resident visa). Include a letter explaining these exceptional circumstances. If the TRV is refused, try applying for a TRP (temporary resident permit).

Good luck.

What you can do to call Canada is go to http://www.dellvoice.ca/ and create and account (it's free). That account will give you a Canadian phone number, you can select a number from any city in Canada. Using either your computer or smart phone, you can call Canada for free and you can contact the Canadian embassy as if you are in Canada. All phone call made through this program to any major cities in Canada is free.

This will give you the means to communicate with your family in Canada and contact CIC in Canada.

Unfortunately I don't think anything lights a fire under the CIC officers regardless of the nature of any couples problems for needing a fast resolution.
I understand their jobs are dependent upon not making many mistakes so they are very thorough, but some of us do have valid reasons for wishing they can fast track our visas.
In our situation my parents are very old, .. my dad 88 and my mom 86, and though for their ages both are doing alright either one of them may not wake up tomorrow based on age alone. They have wanted to meet my wife in person for so long, and can not grasp why it's taking so long. Neither can I or anyone else I know, to be honest, .. but nothing's going to make those people speed up and give a visa early on compassionate grounds.
I feel very sorry for you and wish you luck, but it's hard to be optimistic that you'll be granted special privileges in time, if at all.

3-6-2013 Finally! all the best everyone
As scylla mentioned you should apply for temporary resident visa , get all the required documents and proofs for the application and make sure you mention on the invitation letter the reason of the visit. Beside that theres nothing as per iknow can speed up your process.. theres no exeption to speedup anyones process. Everyone is going through this waiting..
