Hi KingKurly: Hope you are doing well! I'm a newbie here. My expected score is in the range of 435 to 439 and I haven't applied for any PNP. Should I wait for the next draw (or next 2-3 draws) for the scores to come down to this range or not applying for PNP is going to be a mistake that I will regret forever?

Awww that's good to hear. Hope you had a good stay while here. I'm in Kathmandu although this is not my hometown. Kathmandu is way too mess and polluted but the weather is fantastic. Hope you enjoyed Pokhara though

If we apply for oinp and during the process if crs cutoff comes to 441 or below will we be eligble to gey the ITA even if the process for oinp is not complete .

Just wait for the next draw, full stop. With that score, you will get ITA in the very next draw even if it takes place in 12th. No need to proceed with the OINP just yet.

It will take some time for the cut-off to reach to that point. From whatever i have researched so far, score can go as low as 380 by the end of this year. So never know. But if you have a room to improve your IELTS go for it. If you have maxed out in English, high time to be a francophone. Good luck.
