How can I update my residential proof in Canada?

My brother is applying of immegrant of Canada. He just got ME and a request from IOC asking him to update my residential proof in Canada when currently I am working in US as a transfered emplyee. I am a PR of Canada.

The problem for my brother is, his application/eligibility is based on my residential status and I should RESIDENT in Canada. He might be unqualified if I can't provide my residential approve in Canada.

<b>If I live outside Canada, can I sponsor?</b>
If you are not a Canadian citizen, you cannot sponsor if you live outside Canada. If you are a Canadian citizen, you may sponsor a spouse, a common-law or conjugal partner, or a dependent child who has no dependent child of his or her own. If this is your situation, obtain the application package Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada. You must live in Canada when the sponsored person becomes a permanent resident.
I think unless you can obtain some document from your employer that you will be relocated to Canada before your brother lands or unless you maintain an address in Canada (both of these are purely speculation, I don't know if CIC would accept them), you may be out of luck. The requirements for YOUR permanent residency include an exemption to the residence requirement for a posting abroad with a Canadian company, so you're in no danger, but it looks like you cannot sponsor until you are in the country.
