my pr card will expire in november can i still travel outside canada before it expire i alteady apply for renewal last june but it will take so long

Sure, but if flying back to Canada without a valid PR card, you'll need a PR Travel Document to board an airplane. PR TDs must be applied for in the country you're visiting.

Or you can always cross into Canada via USA land border without need for PR TD. Just passport and expired PR card or COPR would be fine for this.

Can i still go back to canada even my pr card will expire in 1 month?

You can fly back to Canada as long as PR card is not expired on the day you travel.
