If you want to travel outside Canada, you should renew your PR card now because getting a new PR card is quicker than getting Canadian citizenship and passport.

If you don't have a PR card when you apply for citizenship, you have to explain why. So, it might just be easier for you to get a new PR card and then apply for citizenship.

To renew your PR card: you need to have 730 days of physical residency in the past 5 years.
To apply for citizenship: you need to have 1095 days of physical residency in the past 4 years.
You can apply for citizenship and renew your PR card at the same time. Just fill the PR Renewal application and mail it. Fill the citizenship application and mail it.
Expired PR card doesn't mean anything if u r living in canada. You have to have a valid PR if u decided to travel outside canada.
My two cents: apply for both.
