My PR application "has been transferred to the Humanitarian Migration (HM) Office in Montreal for further assessment. Is it good or bad? It has been in hold for security clearance for 3 years.
Any advice?

Not good news, My guess is there is element of inadmissibility based on security grounds, officers needs to further do assessment

Hey Simbas thanks for always giving people good answers. I applied for PR through the online means but had nothing from IRCC. Just a mail confirming my submission. How long to get AOR?

I would recommend that you order GCMS notes if you haven't done that recently. Hiring a lawyer and doing mandamus is probably the only way to push IRCC for a decision.

Ordering GCMS notes won't be much of help as the notes will be redacted. Mandamus is the only official way to go, however, I recommend finding someone who can "wake up" your file instead of paying thousands for a legal process that might/might not work.

Hi, thank you for your message, who can "wake up" it? a lawyer? MP ( Member of Parliament )? Who? I already did follow up with MP and nothing....

That's the official answer which didn't lead me anywhere after 6 months. Waking up the file through other ways worked for me like a charm (passed the security check within a month of waking up)

Again, my personal experiences, yours might be different.
