my new application with the old decisions

Please am going to need your advice and help.
I have my wife with my 3years old daughter in Canada.
My wife is seven months pregnant.
Recently, I applied to visit my wife, my daughter and stay with her during delivery period.
Basically I applied for 4weeks.
To my greatest surprise my visiting visa application was refused.
I wish to state that the length of our proposed stay in Canada was to be for only four weeks. The purpose was for me to visit my wife for the Christmas and New Year holidays and to be able to spend time together as a family.
The reasons for the refusal were the same reasons I was refused twice before.
Am not really happy with the decision of the Officer.
Now, can you advise me on what to do because I think they (Canada officers) are treating my new application with the old decisions?
My circumstances have changed substantially.

There's really not much you can do. Try applying again and if possible, provide more evidence that shows you have strong ties to your home country. With both your wife and daughter in Canada, it will likely be difficult to prove you have no plans to stay long term.
