I think intensions and behavioural aspects does matter at POE.
I heard an incident about a colleague in my company, the person has habit of getting excited/aggressive when he talks.
He was interrogated at POE when he arrived at US, Canada , I don't remember which country it was.
He was sent back to my homecoutry from the airport itself and received stamp on his passport for never entering at country again.
