At Port of Entry do we need to show the sufficient settlement funds ? Somewhere i remember reading on cic website that we cannot carry more than 5000 CAD with us in cash - not sure need to check it again.

Or do I need to transfer all the money to Canada Bank account and show them that (I have BMO account in toronto which I opened while I was on work permit 2 years back)

You can carry as much as cash you want. Just that you need to declare it if it is more than 10k CAD.
Yes you need to have sufficient funds. It is mandatory, not optional.
You cannot carry indian rupees. Either convert it into CAD or equivalent USD or transfer it to your account in Toronto or get a travellers cheque.
This money is for your own good during the first few months in Canada. Trust me, you would need it while you search for jobs. You need atleast 1000 - 1500$ per month to sustain (rent, groceries, transportation utilities)..
