If you are PR then of course your visa is refused. You don’t need a TRV. Do you have valid PR?

I mentioned above that my kids already have visa stamp but after few weeks we received refusal letter. My kids are not in Canada yet, and as I mentioned both me and husband are Pr.

You need to copy and paste the refusal letter here. It is hard to understand what the situation is.

if i got it right,
mom and dad are pr holders who live in Canada.
children are on visit visa stamped, tickets bought ,parents received an e-mail that cancelled the given visa.

The situation is my kids already have visa stamp in passport through sponsored dependant child, but suddenly I received refusal from their application. So even me Im confused why I still received refusal letter when my kids already have visa stamp.

Post the refusal letter. Please don’t underline.

its says refused for us,and when I checked their portal it showing the status returned.
You really need to post the letter. What do you mean refused for “us”? Who applied for their PR? If your spouse then he applied from Canada and has remained in in Canada during the whole time he applied for their PR? When he applied did he meet his residency obligations? Is your PR card valid?

It isn't clear what you are saying. You need to post the text of the actual refusal you have received from IRCC, word for word.

If IRCC has cancelled your children's PR visas then you need to send a web form to try to find out why and also order GCMS notes. It's possible IRCC found informed after issuing the visas that resulted in the visas being cancelled.
