Dear seniors,
I would like to say that my frnd who is U.S citizen wants to migrate Canada in S.I.N.P or manitoba because his kids are not U.S citizen .He wants to migrate to SASK or manitoba to get PR for his immediate family.As wife and kids
Therefore,what should he do?PLZ explain and reply

Your friend's process is no different than anyone else's. He first needs to determine if he qualifies to apply - and if he does, then he should go ahead and apply.

I would like to ask that how can he apply? As, a ordinary applicant,although, he u.s citizen and he has no specific job catagory.
While,he has no relative in Sasketchwan.
Therefore, kindly explain.

He has to meet the same requirements as any other applicant. Being a US citizen gives him no advantages.

Based on the information you have provided so far (no specific job category, no relatives) it doesn't sound like he qualifies to apply.
 
He can find all the PNP's here: http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp

He should go to the ones he is interested in (SINP or Manitoba) and check if there is any immigration class he qualifies under. For most of these program these days, you need a job offer but it is also possible to arrive as a student and apply for immigration later. It is also possible under some PNP's to apply under an investor/business category.
