My police clearance from the US expired yesterday, it was issued 27 March 2012. I couriered my application to Sydney on 1 June, received 6 June. AOR 6 November, still waiting for medicals. ECAS stiill says "Application Received". I had a request 26 February for my adult son's birth certificate, which they received 28 February. That BFD ended yesterday (right before a four-day weekend ::) )

I applied for and received a second police certificate, which was issued 25 February 2013. Should I pre-emptively send this new certificate to CPP-O or wait for them to ask for it? I'm afraid if I wait for them to ask for it, they will assign another BFD to my case, further delaying me by another month or two.

I think I'd wait until they request for it if you've been staying in Canada
 
I do not think you have to worry on this!

The requirement for CEC is: Your police certificate must be recent (less than three months old) compared to your application date. After that, it does not really matter.

In specific cases, they might request another certificate from the same country. But that would be a real exception.
From another perspective: Average CEC processing time is 13 months now (used to be 15 months). So, it contradicts the basic thinking of "PCC is valid for 12 months".
