Why is the VO in London?

I still think you really need to contact CIC and ensure it is actually YOU there are referring to and haven't some how mixed you up with someone else, which sounds almost to be the case here ....

All medicals are sent to a Regional Medical Office regardless of what VO you are applying through

For example our VO is Singapore and our Regional Medical Office is Manila

I agree they has assigned a temporary file number to your medical file since they don't have an application yet to match it to
