You can read about it at http://www.cic.gc.ca/english/immigrate/sponsor/index.asp

Your father can only sponsor you if you are considered a dependant child, that is if you are under 22 and not married or if you are over 22 that you have been a full time student since before the age of 22 or that you are disabled and therefore dependent on your father for support.

A citizen can sponsor family even when he is not living in Canada but he would have to prove that it is his plan to move with you to Canada when you get your PR.

You can read about this here: http://www.cic.gc.ca/english/information/applications/guides/3900E2.asp

What Leon says is true - but if your Dad is a Canadian citizen, it's possible you are also a Canadian citizen. You need to look into that first because you would not need to be sponsored if you're a citizen.

Only if his father was a citizen at the time of his birth.

True - he doesn't say either way . . . but I didn't want to ignore that possibility in favour of just the info provided about sponsorship.
