my CRS is less than the require

Good Day for all ..

I'm IT Manager live in UAE .. 33 years old with 4 years attested bachelor of engineering and more than 8 years experiences .
Single .
IELTS = 8

Have all the original documents and needed experiences certificate in details
No Canadian Experiences or offer letters
I sent already my certificate to WES .

but when I run the CIC calculator tool :

i found my Grand total score = 408
it's mention " CRS score of lowest-ranked candidate invited = 488 "

is this require score fixed ?
am i have chance or no ?
