If you go straight to Ottawa I believe. It doesn't make sense if they make people quarantine again after finishing 14 days in Toronto. Let someone from Ontario help you with this.

You do 3 days wherever you enter Canada and the remaining 11 in Ottawa or you could choose to do all 14 at the port of entry. But Ottawa is not port of entry so you cannot go there on day 1.

That wasn't what his question meant. After 3 days mandatory, he asked if he could finish the remaining 11 days in Toronto instead of Ottawa because the school mentioned they have to quarantine in Ottawa for the remaining 11 days.
