Not an IT expert by any means. The reason I suggest that this may be happening is that it is a Sunday and there is no one to fix these 'errors in the software'. The IT department or IT outsourced company who looks after the CIC website will not have people physically sitting in the office to fix these problems. In contrast they may be there fixing the problems on a week day. Maybe they have a log of all these problems and on Monday morning when the person comes in and re-sets the server they are fixed.

One possible solution: I've heard many people say they don't have or have less problems using Google Chrome. Is this a viable option for you assuming you're not already doing it?

Also, IT experts correct me if I'm wrong in my thinking about how a system like this works.

Usually production system support is (24/7*365) round the clock. Some one or the other should get an alert if something fails and people usually scramble to fix it. Google "pagerduty amazon engineers". Not fun ::)

This is the second most validating thing a stranger has ever done for me. Thank you! I thought I was the only one stuck in that hell-loop. As someone else mentioned, different browsers does nothing, nor does clearing cache, etc. I can sleep better tonight.
