My CIC changed to Application closed and approved - visa stamped?

Hello, my husband send his passport to Singapore VO two weeks ago and today our MyCIC status changed to closed and approved. Does that mean the visa has been issued now? We are waiting for him to receive his passport back, hopefully in time for Christmas!
