My case is getting complicated....please help!!!

Hi friends,
I applied for PR under FSW. In Feb of this year I received a refusal letter and reason given for refusal decision was very inappropriate and hastily taken decision. So I wrote a letter to Immigration Officer at CHC New Delhi about the wrongly made decision. After about one and a half months, I received an e-mail through my consultant that based on the letter that I sent my case has been reopened for further processing, and last Tuesday I checked my ecas status and it showed that one line "We reviewed your application and the processing has begun on March 30, 2012." Now, today I received a call from my consultant that they have received my application refund check of CAD 1100. Now I am very confused, if they have started processing then why are they refunding my application money.

Also, my another query is that if CHC has again started processing on my case then will they ask me to reappear for IELTS as it is valid for only 2 years and my 2 years have been completed in March.

wats the reason for refusal in the first place?

the reason for refusal was that my duties do not come under NOC4131 which I explained in the letter in detail.

Hi ,
U need to communicate more with the visa office through emails.Ask them about the status of your application.if they say that it has been reopened then tell them about the refund..
There is also another possibility that with the refusal letter they issued check also.However,with your explanation they opened your case and now they might be processing but since check was issued along with the refusal letter therefore you received it.
Try to communicate with them through an email.
I was also rejected ,I communicated with them and they reopened and theings were fine.Just try to do same
