hi I’ve submitted my express entry profile and claimed the 15 points for sibling with PR. He has not lived in Canada for over a year will this be a problem when I submit documents. He still has his bank accounts though

If you claim these points, you are deliberately committing misrepresentation and you can be banned for five years. Yes, they can easily tell whether he is currently living in Canada.

You can't claim points for your brother. He needs to be actually living in Canada.

Yes - it will be a huge problem if you receive ITA and submit your application claiming these points. As said above, be prepared for a refusal at a minimum with the risk of being banned from Canada for 5 years.
