After the pfl notice I got correspondence letter in which they wrote
I'm refusing your application on the following grounds,
You haven't truthfully answered all question asked of you
You have submitted documentation that lacks authentication this has diminished the overall credibility of your submission.
That's it

So then it sounds like you don't have a 5 year ban and can apply for the SOWP.

In your next application, you should provide the police report (Translated in english) the agent name/details and write a explanation letter that you were victim of fraud and you didn't know about the documents submitted and now you are doing it on your own etc.
submitting a bogus LMIA document is a serious issue.

The officer is going to review your old application anyway and you need to have rock solid reasoning of why you didn't reply the PFL and what has happened and why they should trust you this time.
Or better hire a lawyer or consultant and give him representation form signed and let him do the job properly.
