my application was canceled due to incomplete - WES-ECA not issue for immigration purpose today but I got eca from WES for immigration purpose today itself, is there any possible way to reconsider my application or should I create new express entry profile and do procedures from initial stage ? Plz advise me

Unfortunately you will have to create a new profile and send the whole application again because your application was refused.

Thats the same thing, they will not reconsider your previous application

Completeness check is the first thing they do before they start to process it. If you dont pass this first check, they refuse your application

Starting April 2021, OINP has been rejecting all the incomplete application and no reconsiderations have been accepted. Authorizing WES, CES or MCC to OINP or other provinces (if applicable) is a mandated step.

So, now you need to apply again to OINP with a fresh NOI. Creation of new Express Entry profile is recommended.
