My Application Fee returned after 8 months, what is happening?

Update I was calling lawyer every 2 days and no answer yet.

I am not sure of the complete procedure, what does this mean "order your GCMS notes immediately", what is GCMS notes mean

can you elaborate the procedure

can i apply second time, if so what is the procedure, I think my IELTS score is still valid, i took the exam in november, 2011

If its credit card then go and speak to your credit card company. They can chargeback money.

If its debit card then call visa , they can (very low chances) help you under Visa Protection plan , its hard to explain idiots customer service representatives but if you google
'Visa and mastercard customer protection ' you may get some information.
i paid the lawyer fees using money orders for total of 3000$ using 3 or 4 money orders

GCMS notes are detailed notes made by visa officer(s) about your application. This is usually where you can find out why a visa officer is requesting an interview, why you were rejected, etc.
Here's the form: www.cic.gc.ca/english/pdf/kits/forms/IMM5563E.pdf

If you are in Canada, you can apply for them free of charge by selecting "Privacy Act".

If you are outside Canada, then you must request it by selecting "Access to Information Act" for a $5 fee payable by cheque, money order or credit card. You will also need to ask someone living in Canada(Canadian citizen, permanent resident or study/work permit holder) to request it on your behalf.

i dont know anyone to request it on my behalf from canada. i applied from usa. i am presently in usa, indian citizen,


can i not get details for my application that was refused?

The only way is to get details is through the GCMS notes. Contact some immigration lawyers in Canada and ask they would request it for you for a fee.

The Federal skilled worker program is 'suspended' right now until January 2013 when new changes will be announced/take effect. The only exception to this rule is PhD students currently studying in Canada or who graduated within a certain timeframe and those with arranged employment.
If neither of these 2 options are applicable to you, you have to wait until January before you can apply(if you qualify).

There is the Canadian Experience Class but you need work experience in Canada to qualify. Have you looked at the provincial nominee program in your province of choice?

your application is refused and you ve got your money back...
I am also waiting for my fee back for the last 3 months as I got refusal letter on account of JD mismatch.
