I have calculated my CRS score which comes around 390 with my wife's score aa well.

How can I boost my score to 450 without a job offer in canada.

Score CLB 9 or CLB 10 in IELTS and Education should be Masters.
 
Should I hire a consultant for filing the application and for other sorts of guidance.
Will a local consultant be able to help or I should hire a Canadian consultant.

What's the best way to get a provincial nomination without any ties in Canada.

You don't need any consultant- you can do it yourself as long as you have the requisite IELTS scores. You can save that money for settlement afterward.
