My inlaw got rejected for renewal after 2 years. Now she is asked to leave Canada.
The letter from CIC is dated Dec 29, 2018, and we just got it yesterday from our agency.
She was advised to leave by my agency and can come back after some time back home.

Question:
1. After receiving the letter from CIC, how long can she stay? (We have to book ticket etc.)
2. Is it true that she can come back here after some time spent back home? If so, how long should she stay?

The sooner the better, but within 30 days max.

Unofficially: She must remain outside Canada for the same amount of time as she spent in Canada.... before she attempts to re-enter

No - the 90 day period is for restoration. That's something completely different.

She should really leave within 30 days if possible.

She needs to leave in 30-days time. Better do it before authority finds out and make matters worse. Change the ticket to a sooner date. Good luck.
 
Speaking from experience my mum renewed for 3 yrs once then they told her she must leave we booked her ticket with 30 days however she got rejected twice for visa application after as they didn't trust she would leave canada. After almost 8 yrs she got a multiple entry visa by Gods grace.

My mom in laws visa validity is up until 2021.
When did your mom tried to come back? After a year? Or just months? How many months should she stay out of Canada in your point of view?

I'm not sure about that her first visa was 6m n we renewed for 3 yrs extension then after 5 yrs we applied for visa but they rejected application.
