Once you are no longer living together, it would be better to apply as soon as possible. Living together is good proof the marriage is genuine. You have that now, so now that you are back in Canada, if you delay applying, the visa officer will wonder why.

it is not a requirement for married couples to live together while the application is processing. since the application is OUTLAND, it's assumed they are NOT living together, and applying for pr will allow them to do so in canada. while this situation is unique, the fact they have spent time together since the last application is going to weigh more heavily than whether they are currently living together. please stop isunating that married couples must live together in order to be approved. this is not the case, and there are many many couples, even those with complicated files, that are successful in approval without living together. i would argue a majority of married couples do NOT live together when the application is submitted.

I am not saying that married couples have to live together, but living together is very good proof the marriage is genuine if the couple does not have much other evidence or there are a lot of red flags. In this sponsor's case, they were refused once, which means they need a lot more, better, and different evidence they had the first time. In addition, they had a huge number of red flags. He should live with her as long as possible, which apparently he did. Now he should reapply.
