Mum's visitor record rejected

I had applied to renew my mums visitor record but a week after I sent it my mum received a job offer and LMO. I was informed by CIC that I could send the work permit application to USA and inform them that she had sent her application for renewal for visitor record.

A month later we received a letter refusing her renewal for visitor record and a week later her work permit application also got refused saying she had no ties in Canada (I, her daughter live and work in Canada), insufficient funds (we opened a bank account joint name), etc...

Now I have to send her back to india and I dont know how to get her back... her LMO is still valid (even if she went back to India)... she has no bank account there, so if she were to apply she would not be able to show proof of funds.

This is such a mess... i don't even know what to do...

I presume you mean no ties outside Canada. That is the requirement to become a temporary resident.

Even with a LMO if they believe your mother has no ties back home, and that she wouldn't leave Canada after the work permit ends, then they will refuse the work permit. Unfortunately now they have decided that is the case once, and refused the work permit, it is very very unlikely she will be able to get a work permit, or any other kind of visa, again.
