Multiple Visa holder to apply for work permit inside canada

Is it possible, since I am holding multiple visa, I can enter tourist visa in Canada to visit my brother and at the same time apply for work permit. Because outside Canada will take minimum of 1mo in USA and 7mos to other countries. So I was thinking on how I can expedite the process of my work permit, anyway I already have planned my trip and bought ticket before I can have my LMO.

1. The employer still has to get an approved LMO. 4 weeks of advertising, 6-16 weeks for LMO processing, before you can apply for a work permit.

So, exactly my ticket is august, I was thinking if possible to enter canada with visitor visa then apply for work permit as it will be faster inside canada instead outside.
