Multiple PR Applications - Is it possible?

I'm currently in Canada for about 3 years. I've already applied for PR in May 2011 then it was sent for processing in Buffalo consulate. Now, since the Buffalo office is closed; I don't know where my application is transferred. It is also taking about 30 months now. I also did not send the PCC with my initial application. I got my PCC from USA and India in September 2011. Since I'm now qualified for CEC class I'm planning to apply for another PR application which can be processed in 14 months. So my question is..

1. Can I apply for multiple PR in the new one in CEC category? What will happen to my existing application?
2. Since I did not send my PCC with my initial application. Will my PCC be accepted by the visa office when they ask for PCC? Or do I need to get a new PCC again?
3. Does anyone know which visa consulate all applications for Buffalo office have been transferred? Is it Seattle?

(1) Yes, you may have multiple PR applications in process simultaneously if you like.
(2) Your PCCs are too old. They must be received by CIC within 90 days of being issued; once CIC has them they are valid for one year.
(3) Ottawa (CPP-O)

If your application is not yet in process, you may withdraw the application and obtain a refund of your fees. If your application is in process, then you may withdraw it, but you will not receive a refund of fees (in which case there's really no benefit to removing it anyway.)

1. My application was reviewed by the Nova Scotia and then it was sent to Buffalo office for further processing. Will it be considered my application is in process and I won't get my refund?

2. I already sent the original IELTS certificate with my initial application. Can I get another original certificate from IELTS and send with my new PR application? Or do I need to re-appear again for the exam?

3. The PCC for FBI certificate is also more than 90 days old now. Even though I wasn't in the USA during this time period, do I need to get a new PCC from FBI again? That means again finger printing and all...

My understanding is that CIO review is not considered to be "in process" but you should contact them and ask. You might wish to submit a conditional withdrawal ("in case this application has not yet started processing and is eligible for a refund of the application fee, please withdraw it. If no refund would be forthcoming, please continue processing my application"). I've never been in this position, so I'm not sure precisely how they would treat such a request.

I'm not certain about the IELTS exam. At the time I applied for FSW I was not required to submit one (I graduated from a US university). You should check with IELTS to see if they will issue a new certificate to you or if you must take the exam again.

Thanks for your reply. Since all applications from Buffalo have been transferred to Ottawa (CPP-O). Do you how much time it will take to process the PR. I don't see any timeline on the CIC website for Ottawa (CPP-O).

Nobody knows right now. CPP-O seems to be treating the Buffalo transferred applications differently than new applications sent directly to CPP-O as well, so they become a form of "backlog". With no real history on which to gauge we're all making educated guesses.

I think you can provide a copy of your IELTS with a cover letter explaining you have already provided the original in application dated xxxxxx. IELTS is valid for two years. Good Luck.

Are you sure that it's transferred to Ottawa? I was talking to an immigration consultant. He said that Buffalo applications have been transferred to New York – United States. It's currently taking 30 months.

Request your GCMS notes. They will show the current visa office handling your application.
