Multiple Canada Visa

Could you please explain how a multiple entry visitor's visa works between US and Canada? My parents have got 3 years multiple visa to Canada and they also has US multiple visa for 5 years. If they stay here for 6 months and go to US for 2 months can they again come to Canada for 1 month and then go to India. Can the Immigration office allows them to come to Canada 2nd time immediately?
I heard about the rule that they have to cross North America (if they stay in North America for more than 6 months) to come again to Canada but they can travel between US and Canada within 6 months. Is it true?

2 month stay in US is not bad, my folks entered 3 times in 1 month from India, 9 years back but 2 month US and then Canada should be fine
