The Immigration and Economic Opportunities Division of the Department of Labour and Immigration is responsible for policy development, delivery, coordination, implementation and evaluation of Manitoba’s immigration and settlement programs/strategies.
The Immigration and Employment Programs Branch under the Division is looking for qualified professionals to assume the role of Manitoba Provincial Nominee Program (MPNP) Immigration Officers. The successful candidates will be responsible for program delivery through proactive promotion and recruitment activities, assessment, quality assurance, decision-making, communications as well as policy and program support to ensure the consistent achievement of defined program performance measures and outcomes.
Qualifications:
Essentials:
Degree in Commerce, Business Administration or the Social Sciences (post-graduate education in the same fields is preferred) or an equivalent combination of training and experience.
Demonstrated experience providing assessment or advice within the context of federal and/or provincial immigration programs or similar other government programs with clearly defined goals, criteria and paramaters.
Strong decision-making skills, along with the ability to develop alternatives and make recommendations based on established criteria, goals and objectives.
Strong written communication skills for preparing detailed analytical or assessment reports.
Strong verbal communication skills for making presentations and articulating complex ideas to a diverse audience.
Ability to work independently and as part of a dynamic team.
Strong organizational skills for managing multiple priorities and competing demands in a fast-paced work environment.
Demonstrated ability to interpret legislation, regulation and policies.
Proficiency in Microsoft Office application including word processing, spreadsheet, designing presentations, e-mail and conducting web search.
Strong investigation skills needed for verifying background information and authenticating documents.
Desired:
Ability to communicate effectively in the following non-official languages: Hindi, Punjabi, Slavic languages.
Sound understanding of education systems/credentials in India and African countries.
Conditions of Employment:
Must be legally entitled to work in Canada.
Must be willing and able to travel throughout Canada and internationally.
Duties:
Reporting to the Director of Immigration and Employment Programs, the incumbent’s primary role is to promote Manitoba to the full spectrum of potential economic immigrants, including internationally-trained and experienced professionals, tradespersons and entrepreneurs by conducting research, analyzing trends, engaging businesses, community representatives, advocacy groups and other stakeholders in order to make recommendations for program development and improvement. The position also conducts investigation and individual assessments of potential economic immigrants, including internationally-trained and experienced professionals, tradespersons and entrepreneurs based on specific and clearly-defined program goals, parameters and standards to ensure that they are able to make significant and long-term contributions to the Manitoba economy. The successful candidate ensures compliance with quality assurance standards and legislative and associated regulatory / policy requirements as they apply nationally, through the Immigration and Refugee Protection Act (IRPA), and provincially, through the Worker Recruitment and Protection Act (WRAPA), to permanent and temporary immigration programs.
