MPNP immigration without Express Entry

Is it possible to apply in MPNP without getting into Express Entry? Is there any way where we can directly apply for PNP for any other State?

Yes.. You should log in to Mpnp official website and create an Expression of interest profile.. For this u should have a connection to Manitoba as described on their page

your contact need to be PR/Citizen and must be residing in manitoba for at least 1 year prior to your application.
