They are right to refuse to sign this - banks generally don't provide this type of service just because immigration asks for it. It's a next-level stupid request and I wish the provinces would stop asking for it.
Simply give them a 6 month statement. Just make sure it has your bank's logo/address on the letterhead (which is usually the case when you download online).
No, don't bother with a letter. Nobody is walking up to their branch manager and begging for them to sign a letter. None of my banks in Australia, Canada or UK would do that.
