MPNP EOI-SW (Expression of Interest - Skilled Workers) - 1st Batch 2015

I am looking forward to apply for Manitoba PNP. After getting my shocking result of IELTS L5.5 R6.0 W5.5 S7.0. I have calculated my points 522 with having first cousin in Winnipeg. I have been reading this forum for last three days and find you guys are very helpful to each other.

I want your suggestions brothers at this point:
1). Shall i submit my EOI with this IELTS? or shall i have to give the test again in order to get 7 bands? (CLB 7, my score will be 529).
2). My first cousin has told me just now that on the PR she has an address of Ontario and on the Health Card she has an address of Manitoba. Does this effect on my points?
3). I have not seen any draw with the lowest points of 522 even of 530's range. Shall i have to wait for years to get my experience good enough to gain more than 540's? My NOC is 2233 (Industrial engineering and manufacturing technologists and technicians). I am an Automation engineer working in SIEMENS & ABB as a contractor for last 2.5years.

you should submit your eoi. if you want to improve your score then you can update your EOI whenever you want...................

2- Than he/she moves to Canada and completes post graduate diploma from any university of Manitoba.
3- After completion of studies will he/she be eligible for MPNP under "Skilled Workers Overseas Path"

you are eligible right now to apply for MPNP overseas if you have a relative/friend in that province. If you want to go there and study and after that you would like to apply, then you have to go through skilled worker Manitoba option. You also have to fulfill all the conditions for international students specified in below link -

If you have the opportunity to land in Manitoba and study, then you can also look for express entry. Express entry adds lots of point for canadian experience or study. Please do your research on these topics - express entry, skilled worker manitoba.

after LOA it is a long waiting game. there are few exceptional cases whose file was processed within 6 months. for others, it is not. for express entry cic has given the timeline of 6 months. for paper based applicants cic's timeline is 16 months. sometimes I feel tired of this long waiting periods. May God show us the light.
