In my case they called/interviewed me for approx 1 hr, which is very unusual. In the end they asked/clarified about a document. I got the opportunity to confirm that they do not any other document from me

I am asking this question on behalf of my brother. If one is already in the Express Entry pool, can one still apply for MPNP?

If yes, does that mean that application will be via EE after LOA?

Yes your brother can apply for MPNP while in EE pool. After LOA, if the application will be via EE or paper based, it is a decision that is solely taken by MPNP. EE profile does not ensure that application will be directed via EE.
 
Thank you for the quick response. However, I still have more questions.

Does having an EE profile cause any reduction in score for MPNP?

Also, do you know of anyone that has been invited to apply under EE after LOA?

My own question is EE or paper based which is faster? And why is mpnp going the way of paper based. :D

Ofcrse EE is way faster and going by the present trend, its bin process within 6 months of verifiable docs by CIC. You can not dictate to Manitoba. They only push applicants whose classes of jobs are urgently needed in Manitoba to that category. I think Manitoba is the best as they dont discriminate on job categories...even if ur job isnt that needed in the province as at the time of filing application, u still have a chance to apply n get nominated tru paper application.
Quite unlike some provinces that have their listed jobs under which one must apply.
 
Most EE applications are finalised within 6 months. There are some exceptions though as some people have got PPR in 28 days and some are still in process after a year. It is really hard to understand why.

I have however noted that the speed of your application is dependent on where your application is processed. Applications transferred to specific VOs (Accra, for example) tend to be processed faster while those processed in Ottawa are usually processed within 5-6 months. My application was processed in Ottawa and it took almost 6 months to get PPR.
Generally, PNP applications are processed a bit faster.

I don't know why Manitoba is using paper application. The good thing about EE is that everything is done online and this helps to eliminate postage costs.
