Mean, processing starts with file having 1601 prefix, then 1602, then 1603 ...., is it the fact?

On what criteria, they categorizes files into 1601, 1602, 1603 etc? Please share if anyone have any idea.

1601 means 2016 January
1602 means 2016 February
Right now they are processing 1601 files. After you guys receive LOA it will be the turn of 1602.

If Someone:

1-Who has ten year of experience outside Canada.
2- Than he/she moves to Canada and completes post graduate diploma from any university of Manitoba.
3- After completion of studies will he/she be eligible for MPNP under "Skilled Workers Overseas Path"
