MPNP Application got rejected - Need advice!

Hello everyone,

This is in regards to my friend's situation who did a 2 year diploma from Toronto and then came to Winnipeg to settle here and apply for PR through PNP.

Unfortunately his application for nomination got rejected on the grounds of his "job not providing a strong enough connection to Manitoba".


I need advice on how he should go about after the rejection and what steps should he follow in order to prove strong ties to Manitoba and be able to get a nomination?

Also, on the same note, if his Post Graduate Work Permit expires, what should he do after? Can Post Graduate Work Permits be renewed or extended?


I'll really appreciate any valuable input or information from anyone possible.

He did a 2 year business diploma from Toronto (Seneca college) and was working full time as a security guard.

Ok, first of all Manitoba has new rules for applicants with experience and connections with other provinces, read them carefully.

Can you tell us when your friend applied to and when he received rejection from MPNP? How much time has passed?

Oh wow! I didn't know about the new rules. Thank you.

He applied in May and got a call and a letter in August.

Can you also tell us what kind of job he has and for how long he worked on that job (in months) before he applied to MPNP? And as I understand his stream is International student?

Was that a full-time position? If yes - problem is definitely with that!

Anyway, the only way for him is to make a Request for Review also he must state, if job was full-time, that new rules are not for him, because he applied before they were introduced, and try to explain how he is going to live in Manitoba and contribute a lot to province's economy, in other words - he must write a Settlement plan for himself.

Can you, also, post here full e-mail from MPNP?

Another question which is popping up in my mind is about the extension of his post graduate work permit. Is it extendable or not?

No - it can't. He would need to get a closed work permit to continue working. To get a closed work permit, his employer first needs to obtain an approved LMO.

Yes, but I don't think that it all will work out for him, coz if he doesn't have a nomination yet he can't do anything with to extend a time of WP. If he would have a nomination, but his WP was coming to expire - he could ask MPNP for a special letter of support, with that letter he could apply for a new work permit or bridge visa (you can read about it on CIC). But as I see, he doesn't receive a nomination so, he can't ask for that letter. The only option, as I already said earlier is to make a Request for Review.
But, he can also try to find a new job, but employer must have LMO (need to verify this), so yr friend can just go to some consultant and pay some money, but for that he'll get a new job with LMO and work permit and finally a new chance to apply to MPNP.
