I went thru the similar situation. So, I directly wrote email to mpnp and received official reply from the mpnp immigration team after a week.
What I wrote:
"Respected Sir/Madam,
I have received nomination for Manitoba Provincial Nominee Program dated 20th of November 2015 (Nomination certificate XXXXX, Prov/Terr/Reference #MBXXXX, NOC 2171 - Information systems analysts and consultants, code 'A').
While filling in the forms and going through the checklist, available in the CIC website, I noticed that valid IELTS score is one of the requirements for nominees having NOC 'C' or 'D'. However, the checklist does not mention about NOC 'A'. My IELTS score sheet is expired on 1st of February 2016 and I am wondering if I need to retake this test and send the result to CIC along with the Federal application forms.
I would appreciate if you please advise whether I need to retake IELTS."
The email content that I received from mpnp immigration team:
"Greetings!
If your NOC is 0, A or B then you don’t need to provide and IELTS test result."
Here is my current status:
I sent documents to CIC, but did not check IELTS column in the checklist, sent old expired IELTS scoresheet with a cover letter and the copy of the email that I received from mpnp officially.
My application is received by CIC on 2nd of May 2016 and I received AOR thru' email on 13th of June.
If your friend's query is different than mine, please ignore my message.
