Hi,

I have a tie up with my different province. My brother is staying in different province. Due to this reason will my application gets rejected? Are there any cases similar to this?

No, there is no need for financial statement for CIC PR visa application if you are under MPNP. Just follow the document's checklist, you should be fine.

Btw; at Schedule 4 Economic Class: Provincial Nominees sheet it ask:

Amount of unencumbered transferable and available funds I have, in Canadian dollars: My answer is: 12,131.30 (is it correct)

And also in Schedule A: Background / Declaration

..at the back it says:

DO NOT COMPLETE THE FF SECTION NOW. YOU MAY BE ASK TO SIGN IN THE PRESENCE OF A REPRESENTATIVE OF THE CANADIAN GOVT. OR AN OFFICIAL......

Solemn Declaration

(should I fill it up, put a date and affix my signature on it)

If that is the exact amount (or the equivalent) of funds you have, then yes, that is correct. There is no need for proof of statement.

If said not to fill up, LEAVE IT BLANK, but make sure you SIGN and DATE all the pages that requires so. Otherwise, they will return your documents to you and ask you to complete it.

Usually the package was sent through courier. By that you could track it by its tracking no. Did your sister hand carried it? Did she tell you who received it? Or thru courier? Or mail? Ask her that questions. You will received an AOR.
