Moving to QC after PR

I am in the process of EE (received ITA). I originally intended to land & live in Calgary but I & my wife have come to the realisation that Montréal would offer us far more prospects:
1) we got family in QC (not Montréal though)
2) I am perfectly bilingual, did IELTS & TEF tests already. This seems to be a major asset for many jobs in Montreal, Mrs wasn't keen to moving to a French-speaking province but now agrees it is better for us both financially and socially

Thus, my question is:

If granted the PR, can I land in Ottawa (stay with relatives for few weeks) and then move to Montréal? Would not having a Quebec Selection Certificate hinder us -eg with healthcare card?

Being in canada for almost 10 years, I wouldn't recommend landing in other city than your destination if you are coming under provincial progra, but you can move anytime after that but believe me I lived in mo treal for a while I would choose calgary over it.

Thanks for your prompt reply and sound advice

I am not applying through a PNP, I am using the Federal Express Entry program.
Taking into account what your advice, would it be detrimental to land in Montreal with PR Card but not a QSC?
The reason for my question is because I read that to obtain a Quebec healthcare card one needs to show (1) PR Card and (2) QSC "in most cases"!

My sister did that. Landed in Ottawa and moved to Montréal after getting her PR card. No problems getting health insurance from Quebec

You can land in toronto and move to Montreal later. Do not land in MTL because you don't have a CSQ (not QSC). After you stayed in MTL for three month, you can get the carte de soleil(insurance card).

I stopped last year there on my layover and did not had very good experience and people seemed to be very rude as compare to other provinces, I would avoid Montreal airport for that reason.
