I am currently living in Canada and the process of bringing my wife to Canada from Mexico as a permanent resident is well underway. We've sent in the PGR police certificates. Since she hasn't been approved yet, I miss her terribly, and I would like to know if it possible that I can move to Mexico during these last few months of the process and then return to Canada with her and my step-son.

If you're Canadian, yes, if you're a PR, no.

Yes, I am Canadian. Before returning to Canada, would I have to prove to the government my intent to re-establish in Canada?

It depends on the details of what you are thinking of doing (what you do mean by move?)

If you move to Mexico (get an FM-x from Mexico to live there as a PR, close move out/sell your home, move all your belongings, etc), you'll need to let CIC know about your move and prove your intent to re-establish in Canada (you can do that by explaining the rationale for your move and plan to move back to Canada once your wife's PR is approved).

If you visit Mexico (as a tourist), then you are still living in Canada and wouldn't need to prove intent to re-establish yourself since as a tourist the assumption is you'll head bck home. You would need to leave Mexico and re-enter if you are there over 6 months (if you don't have an FM-x) to retain status.

I plan on doing the following: moving out of my apartment and putting my things in storage here and then waiting it out in Mexico on a visitor's visa. I would like to change my home address with CIC to that of a relative's address here. Would there be any issues with CIC because of this? Would it delay things?

Can't see any issue, I would say it's rather the contrary. Inform CIC that you're changing your address, and you will be visiting your girlfriend in Mexico until she gets the PR. Be clear that you will be on a visitor visa there, and it's temporary. If anything, it will serve as an extra proof that you are in a genuine relationship as you will be spending more time with her.

Thanks, Sweden. One correction, though. She is my wife. Would that still not cause an issue?

Nope :) Same applies - you're showing that you're in a genuine relationship by moving there until she gets her PR. If anything, CIC might ask for proofs that you want to return to Canada. Keep emails (where you're communicating to your family that it will be temporary for example), I suppose you'll keep your bank account, maybe phone number ?, and have a plan ready if CIC asks about your intention to return to Canada.

According to your time line her application is well under way and she may get approval within the next 6 months. If you're intending to both return to Canada at that point then basically you would be only " visiting" Mexico and not " moving" there in the true sense of the word. If that happens to be the case, then you need only to report your change of mailing address in Canada.
If you tell CIC that you are" moving to Mexico" they will want assurances that you will return and certainly wonder about your employment situation in Canada as well as your ability to support your family when you return. These things may only cause delays in processing.

We are both intending to return to Canada at that point, but I still am planning to quit my job before leaving and am sure I won't have any problems getting re-hired by the same employer upon my return. In that case, do I still need only to report my change of mailing address in Canada?

Since you are moving out, it is best to change your address. You should also let CIC know that you are quitting your job (or taking an extended leave of absence) since you committed to telling them of any change in circumstances as part of the application. It wouldn't hurt to include a letter from your employer offering you a job when you return (or confirming the leave of absence).

Be very clear in explaining the temporary nature of this arrangement (as you have been here).

Okay. Here's an update. I figured out costs, and it is actually cheaper for me to continue paying my Canadian apartment's rent while in Mexico rather than move out and put my things into storage, so I'll do that. That way, when I bring my wife and step-son to Canada, we'll have a place to live. I've asked my employer about a leave of absence, but haven't heard back yet. If I quit, I can easily get re-hired upon my return as long as I give them two weeks' notice.

Makes things easier! Just make sure someone checks the mail for you (and make a bit of space in the closets before leaving ;))
