Hello, my name is Ezra and I know an individual who was able to work and live in the USA for the last 16 years but upon applying for her green card(permanent resident), they gave her a lot of difficulties. Then later in the case she got the help of lawyer but that also wasn't enough. She thinks that she has been mistreated in the process. She still in the status of an asylum. My question is that, can she apply to go to Canada? Is there any process that the Canadian government would allow her entry?

She should wait and see what happens in the US. After 16 years in the US she will find it pretty hard to claim asylum since she doesn't have proof of recent persecution. As previously indicated she can look at economic immigration if she qualifies.

Fear of deportation doesn't mean she qualifies for asylum in Canada. She has been in the US for 16 years with no fear for her life. She is not fleeing her home country. I would suggest she contact a reputable Canadian lawyer. If they say they can assure asylum get another consultation because they just want your money. Many asylum seekers who were on TRP in the US came to Canada assuming they could get asylum easily and have already refused and are appealing.

Unfortunately, that isn’t grounds for refugee status in Canada. Having behaving been in the US for the last 16 years, it would be extremely difficult to show a persecution or fear in her home country (she hasn’t been there for 16 years).
Express Entry (EE) and Provincial Nomination Program (PNP) are probably her best bet.

Let me rephrase the question. She was granted asylum and permission to work sixteen years ago, but she didn't apply for USA green card until 2016. The USCIS has been giving the run around, asking for a lot of paperwork and she provide all the necessary paper work and then she was called in to Philadelphia office for an interview. Then she was denied the green card. My question is that, is there a program the Canadian government has where she could present her case and be allowed entry into Canada based on her story and what she went through in the USA

No - there is no such program.

As others have said, if she wishes to immigrate to Canada, she should research economic immigration programs like Express Entry and the Provincial Nominee Programs to see if she qualifies. Express Entry is a points based program with those with the highest points being selected. Right now you need to have 440+ points to be picked. Points are awarded based on age, work experience, language capabilities, education and other factors.
