If neither you nor your wife can pass your Canadian citizenship to your son, then you will need to apply for his PR. Here is the application package for that: http://www.cic.gc.ca/english/information/applications/fc.asp
His PR app will be an outland app so you will mail it to CPC-Mississauga first, and then they will forward the app onto the outland visa office so most likely Mexico City. Time to process everything may take up to a year, but best to ask in the Mexico thread on other's experiences with children's apps.
To allow your son to travel with you in the meantime to Canada, you'll need to apply for a TRV for him. If the TRV is approved he can travel with you and will have visitor status in Canada. You can apply to extend his visitor status here as needed.
If his TRV is refused you can also then apply for a TRP, but if that is also refused then he will not be able to travel to Canada until his PR app is fully approved and completed, and you will have some tough decisions ahead of you.
