I have a rather unusual circumstance. I have a brain tumor. It was operated on and mostly removed a few years ago but some remains. As a result, I am legally disabled and cannot work. In addition to disability from the government (which would continue if I moved to Canada as I understand it) I also have private disability insurance through my old employer (in the USA). I would very much like to relocate to Canada, in particular the Toronto area.

Do I have to go through extra hurdles to make this happen? Is it even possible (or likely) considering I technically do not "work" but do have an income? Any assistance would be greatly appreciated.

Unless you have a Canadian spouse or common law partner who is going to sponsor you as their spouse to Canada - I don't think immigrating to Canada will be feasible for you. Under any other class, you will most likely be disqualified due to your past medical challenges and the fact you are on disability. Also, apart from family class sponsorships, all other immigration programs require you to be either already employed in Canada, have an employer lined up, or be employable. There is unfortunately no immigration class for what you are looking to do.
